In 1994, the United States Department of Transportation enacted a law stating that all Commercial Truck Drivers must be tested for substance abuse. The purpose of this law is to reduce highway accidents that result from Commercial Truck Drivers using controlled substances.

As of January 1, 1996 all drivers that hold a Commercial Drivers License must be subject to DOT testing.
